I am part of the way thru making one basically using a large triangle of denim as a backing, big enough to go 2/3 of the way round me, then a stright strip across the hips at the top to tie it on. Then just sewing hemmed ruffles on, using long strips of fabric about 1.5 -twice the wdith of the area it's going across (depending on how crispy the ruffle fabric, worth basting by hand till you get the proportions right)
I am of the trial, error and more error school of sewing, but actually seems to be working (knock wood)
